The invention discloses a collecting pipe for a heat exchanger and the heat exchanger. The collecting pipe comprises: a tube having an end; an end cap disposed at and closing an end of the tube to define an interior cavity therein; and a drain channel including a first end opening into the interior cavity of the tube and a second end at or adjacent the end of the header and at the outer peripheral surface of the header, the first end of the drain channel being located on a side of the end cap facing the interior cavity of the tube. According to the embodiment of the invention, the stacked installation of the heat exchanger in the axial direction of the collecting pipe and the installation of the heat exchanger under the condition that the end cover of the collecting pipe is grounded can be realized.
