The present invention relates to a heat exchanger (1) for heating a fluid (20) to an exit temperature (76). The heat exchanger comprises a closed heating chamber (60) comprising a heating liquid (28) and one or more heating elements (30) configured for heating the heating liquid (28), and one or more flow pipes (40) having a pipe inlet (42) and a pipe outlet (44) configured for receiving a fluid (20). The one or more flow pipes (40) are arranged in the closed chamber in contact with the heating liquid (28).
